Cécile de France was born on July 17, 1975, in Namur, Belgium. She began acting at the age of 17, attending acting classes taught by Jean-Michel Jarre. She later moved to Paris to study at the École Nationale Supérieure des Arts et Techniques du Théâtre (ENSATT).
